Rosh Foskey — Board Member
I serve as the Clinical Director of the Caring Community Clinic, a program of Onslow Community Outreach, where I oversee the management of medical and dental services and work to ensure operational efficiency, quality patient care, and access to essential healthcare services. In my role, I serve as a liaison to community partners and coordinate medications, specialty care, and referrals for uninsured and underserved patients.
Through strategic partnerships with organizations including Onslow Memorial Hospital, the Onslow County Department of Social Services, the Onslow County Health Department, and local charity care programs, I have helped strengthen continuity of care and expand access to vital resources for vulnerable members of the community. My work extends beyond clinical services, with a strong focus on addressing the social determinants of health that influence long-term health outcomes.
I'm a lifelong resident of Jacksonville, North Carolina, and a graduate of Southwest High School. My commitment to community service was strengthened in 2014 while serving as a campaign manager in a local election. Through direct engagement with residents, I gained a deeper understanding of the challenges facing families throughout Onslow County and became increasingly committed to finding meaningful ways to serve my community. In 2017, I joined Onslow Community Outreach and was appointed Clinic Director in April of that year.
I received my formal medical training through the United States Army and previously served as Clinic Manager for the NATO Health Clinic in Brussels, Belgium. I'm a graduate of the Academy of Health Sciences at Fort Sam Houston, Texas, and hold Associate degrees in Medical Office Administration and Criminal Justice from Coastal Carolina Community College. I bring more than a decade of diverse healthcare experience spanning multiple medical settings.
Beyond my professional responsibilities, I'm deeply committed to civic engagement and community leadership. I serve on the boards of the North Carolina Association of Free and Charitable Clinics, the Onslow County Public Library, and The Blessing Collective. I'm also a Past President of the Jacksonville South Rotary Club.
I believe strongly in the importance of service, collaboration, and ensuring that every member of the community has an opportunity to access the resources they need to thrive. My professional and civic work reflects a commitment to improving the quality of life for individuals and families throughout Onslow County.
I'm married to my wife, Lisa, and together we have five children and four grandchildren. Outside of my professional and community commitments, I enjoy traveling and spending quality time with my family.
